Ralph is the son of Chief Wiggum and his character consists of not being the smartest kid in the bunch. Ralph clearly has severe learning and mental disorders. He picks his nose and eats paste constantly. He had a crush on Lisa in the past, but obviously his attitude has put Lisa off.
